Originaly the building was the York Gate Hall, a museum of armour that was built in 1911.

It was used as a puppet theatre for many years and was converted into a 16mm cartoon cinema in 1965. Later 35mm equipment was installed.

There is a small street level foyer which gives access to a tiny 29 seat balcony. Seating in the stalls below is reach by a staircase and there are 126 seats in that level.

The cinema was re-furbished in February 1988 and again by current owner Brian Stout in January 1997 with a seating capacity reduced to 111. The Thanet Film Society hold regular meetings in the Windsor Cinema when programmes of independent and art house films are screened.

It is a Grade II Listed building.

The Windsor has been renamed the Palace Cinema and continues to screen films. There are plans to install an organ.
