Yeah, it is 2809. Not sure what I was thinking when I submitted the place. I drove by it yesterday and, while there are no markings on the place, it appears to be occupied. The jalousie windows were open and I could see lights inside. I’ll get some pictures of the remaining St. Pete theaters either this week or next.
The theater is almost directly across the mall from the location you mentioned. You see the large store at the top of the mall? The theater is directly south of the two bushes/trees on the left side of that top anchor.
I’m pretty sure it was in the shopping center on the northeast corner of Hillsborough and Sheldon/Memorial. I didn’t realize the center changed names. As for the exact location of the theater within the center, I don’t know.

Found a picture that I had taken of the backside of the screen. This could be seen from I-275 just south of the 54th Avenue North exit.

That picture is of a Roxy in Caldwell, Ohio. This Roxy is in Caldwell, Idaho. What a coincidence.
The County has the building being built in 1925.

Apparently this theater was opened by United Artists.
Notice how the neither the building nor the marquee make any mention of the name of the theater or the operator.

Interesting that they were both in Tampa’s two Woolco shopping centers. I went to Twin Bays once or twice, but never Horizon.
