Police officer George Hurley holds back the jay walking crowd at State and Randolph Streets in June 1929. For three weeks, officers experimented with holding the sidewalk crowds back to give the right away to automobiles, according to a new jay walking ordinance. Ald. Thomas Bowler said this, “I would be in favor of pedestrian control if it promoted safety or if it helped both the motorist or the walker. But the contrary is true. A regulation of sidewalk traffic gives both the pedestrian and the motorist a false sense of security at crossings.” (Vintage Tribune)
