That’s John F. Dittmann doing a groundbreaking ceremony in late summer 1921 for what he was calling the Lincoln Theatre. The name would become the Lindo as Freeport was home to one of the famous Lincoln Douglas debates with the Lindo being a fusion of the two surnames.
