The Architect for the State cinema was Thraves & Son, Alfred Thraves who was based in Nottingham was responsible for most of the R L Kemp Cinemas Ltd., who were also based in Nottingham. The State was to be the last new build cinema for Kemp. Art Deco interior decoration were finished in warm tones of beige and tinted with apricot, silver, gold and green. The Manager of the State was Sidney Depeyser, promoted from the Palais de Danse, which incidentally Thraves was also the Architect.
