The Virgin Cinemas opened on 26th November 1999 and was the last cinema to be built by the Virgin Group. Almost immediately after opening it was operated by UGC and re-branded.
Since 2005, it has now been re-branded Cineworld, and is one of the venues used during the Edinburgh Film Festival. The regular auditoriums have a total seating capacity of 3,022, with the largest screen having 527 seats, down to the smallest screen seating 88. In addition, the cinema also contains a 250 seat 3D-IWERKS auditiorium. In September 2019 new larger seats were intalled which reduced the total seating capacity to 2,766.

To be refurbished this year. 12 of the 13 screens will be re-stepped to improve viewing angles, with upper level disabled access boxes added. https://citydev-portal.edinburgh.gov.uk/idoxpa-web/scottishBuildingWarrantDetails.do?activeTab=summary&keyVal=P54A5JEWMBJ00
Quite a drastic change to a relatively young multiplex!
Coincidentally, multiplex refurbishment is the subject of several several articles in the current issue of Cinema Technology Magazine.
Under the “Further information” tab of the Building Standards (not “Building Control” in Scotland!) page you’ve linked to, the declared “Value of Work” is £3m.
The 13th screen seems to have already been refurbished:
Building Standards Warrant Summary for 4DX Auditorium Conversion.
The declared “Value of Work” for which is £450,000, and the “Completion Accepted Date” is the 17th January 2018.
The 8/70 format Iwerks system mentioned in CT’s description has presumably long since been removed.
Reduced seat count post refurb, down to a still quite high 2766.
Breaking it down: IMAX – 254; 4DX – 174; ScreenX – 198; 2 – 303; 3 + 4 – 220 each; 6 – 122; 7 – 462; 9 – 194; 10 – 171; 11 – 150; 12 – 137; 13 – 161
