The Municipal Hall on Albert Road was opened in 1902 as a general purpose public hall. It has a principal floor with no rake, above which there is a gallery on three sides (shallow at the sides and deeper opposite the stage). It hosted occasional travelling moving-pictures exhibitors: the first in March 1907 and the last in 1915. It is not listed in the Kinematograph Year Book 1914.
It is, however, listed in the KYBs from (at least) 1927 to (exactly) 1945. The entry is “Municipal Hall - Occasional shows. Station, Colne, L.M.S.” From 1937, seating is indicated as 860. There is no indication that it wired for sound.
