The Gem Theatre opened in September 1949, as a single screen theatre. The theatre closed in 2002 for several months to convert it into four screens, while keeping its old-fashioned feel. The Gem Theatres shows first-run movies, and became part of the mini Gabel Theaters chain, which also runs the Acme Theatre in Riverton, and the Grand Theatre in Lander. By 2012 they had been taken over by Barry Theatres.

As per http://movie-theatre.org/usa/wy/wyoming.htm this theater was once operated by Commonwealth Amusement Corp.
Based on the timing, I’d say the Gem was built on the success of the West Drive-In. From the July 16, 1949 issue of BoxOffice:
RIVERTON, WYO. – Bob Otwell and Bill Chopping, owners of the West Drive-In west of town, have begun work on a new theatre to be ready the latter part of September. The building will be 50x140 feet with the second floor front being used as business offices for the two theatres. The new theater will be of masonry construction with a numalite tile front.
Boxoffice, Oct. 31, 1977: “The State Theatre, Rapid City, and the Gem Theatre, Riverton, Wyo., have been reopened by Commonwealth and both theatres will be operating on a first-run basis.”
