The Regus was on the corner of Chenango and Munsell Sts. This is currently an empty lot next to Cordiscos. It was not a part of any redevelopment nor is it near the Binghamton Plaza. The architect was H. Sumner Gardner of Binghamton.

The information about the whens and whys of the demolition came from the Press article at the time. Looks like from what you report some of the plans in motion then were delayed/didn’t happen.
I lived on Munsell St in 1957 and attended 3rd grade Thomas Edison school on Robinson St. The REGAL (Rats Eat Garbage Under Seats) was an empty lot then and is still. The Binghamton Plaza was’t built until 1963. It was constructed on the site of the former Binghamton dump and opening was delayed so that vent pipes could be installed to vent methane gas (from decaying garbage) through the roof.
The early Royal Theater was only one block away from the Regus, but apparently was a different building.
Opened Thursday, June 17, 1915. First feature was five-reel film “The Fire And The Sword.”
Closed July 1, 1951, on the same day as the Star Theatre further down Chenango. Both operated by Comerford.
Building was demolished, probably in 1953 or 1954, along with many others to make way for the Binghamton Plaza and a new housing development.
