While the directors of the company were most eulogistic on opening night in their references to the unique Dress Circle seating, there was one person not happy at all – the Chief Secretary. The gallery tiers were found by the department architect to be too narrow for the slightly larger than normal seats, resulting in less than the required space between rows. Although it was officially proclaimed as a public hall on 11th December 1923, negotiations continued for some time with the Chief Secretary who finally granted a special temporary concession. Eventually in 1937 Crick and Furse came up with renovation plans which included a re-stepping of the Gallery to create extra room between rows.
