Manager Sugimura Yoshitaro opened the Koenkan in 1910 and was reconstructed in January 1913. During the late-1930’s, it was renamed the Otaru Nikkatsukan, and was renamed the Otaru Chuo Theater in the early-1960’s.

In 1981, two more screens were added, and was renamed the Chugeki Kaikan, with the auditorium names Chugeki Cinema, Chugeki, and Meigaza. A fourth screen was added in 1983, bringing a total to four screens. All four auditoriums were renamed the the Otaru Chuo Theater 1, Otaru Chuo Theater 2, Otaru Cinema, and Otaru Chugeki Meigaza.

Screens 1 and 2 (or Otaru Chuo Theaters 1 and 2) housed 200 seats on one floor each, running Shochiku Japanese films. Screen 3 (or Otaru Cinema) housed 100 seats screening a mix of Japanese and foreign films, and Screen 4 (or Otaru Chugeki Meigaza) housed 56 seats also running a mix of Japanese and foreign films.

One of its auditoriums closed in 1991, which downsized back to a triplex. This lasted until its final closure in August 1994.
