The Maindy and Eastern Workmen’s Institute was opened in September 1895. It was expanded in 1904 to include a workmen’s hall. It has seating in stalls and circle levels, with the original seating capacity given as 630. It began to screen silent films in 1908 and became a full-time cinema.
Closed in 1971, it was converted into a bing club. In 1991, it had funding from the European Community and now operates as a community arts centre.

Major parts of the Season 2 Torchwood episode “From Out Of The Rain” were filmed inside the Phoenix, although another building stood in for the interior.
