Film Daily Yearbooks from the 1940s place the State at 817 Indiana Street. That may be a typo, as in the 1950s and 1960s it was in the 800 block of Scott Avenue near the Strand and also, like it,facing SE toward the City National Bank Building.
The smaller of the two, it may have occasionally run foreign films in the 1960s. It was part of the Paramount-affiliated Interstate Circuit, along with the Gem, Majestic, Strand, Tower, and Wichita.

Here is a 1982 photo. The State theater was closed by that time and the building was being used as a club.
From 1975, a movie ad for the State Theatre in Wichita Falls.
Don…
From the 1940s a postcard view of Indiana Avenue along with a view of the State Theatre barely visible in the distance.
In the 50’s and 60’s it was definitely on Indiana, just a couple of blocks north of the Wichita, both on the northeast side of Indiana.
